GNUC、GLibC的许可协议License是LGPL

GNUC、glibc是linux下开发C代码基本不能避免要用到的类库，从网上搜索其开源许可类型，竟然不能给个明确的答复，百度百科里有写LGPL,但还是想自己亲自分析下比较稳妥。

在最后一段，明确表述查看COPYING.LIB，包含了许可内容。
